Before opening his own independent insurance agency, Victor began his career working at another insurance agency, where he built strong, lasting relationships with clients based on trust and personalized service. Building off those relationships, he established Kwan Insurance Services as a family-owned and operated business dedicated to protecting what matters most.

For over 30 years, our team has proudly served the Bay Area and clients across California. Every member of the Kwan family – along with our three loyal dogs – plays a part in delivering trusted, compassionate service.
